Kabul, May 5, 2026 – The Dutch Committee for Afghanistan (DCA) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) have signed a Memorandum of Understanding (MoU) to launch the Crisis Response Initiative Supplementary Financing (CRISF) project, funded by the International Fund for Agricultural Development (IFAD). The signing ceremony brought together DCA’s Deputy Executive Director, Program Director, Senior MEAL Manager, and technical teams from both organizations.

In his opening remarks, DCA’s Program Director highlighted key interventions under the project, including poultry distribution, construction of water reservoirs and deep wells in pasture areas, establishment of feed banks, lamb fattening initiatives, and support to Milk Collection Centers (MCCs), Milk Processing Plants (MPPs), and Veterinary Field Units (VFUs). The project also prioritizes para-veterinary training and artificial insemination (AI) services. He emphasized the importance of close coordination, monitoring, and technical collaboration throughout implementation.

The General Head of Planning and Policy at MAIL expressed gratitude to DCA and reiterated the ministry’s commitment to successful project delivery. He stressed the importance of transparent and appropriate beneficiary selection, particularly prioritizing households with land near pasture areas.

The MoU marks a key milestone in strengthening cooperation between DCA and MAIL and paves the way for the implementation of the IFAD-funded CRISF project across 13 provinces, reaching 50,000 households. The project is expected to improve livelihoods, strengthen livestock value chains, and promote climate-resilient rural development. DCA expresses its sincere appreciation to IFAD for its continued support to the people of Afghanistan.
