Strengthening National Animal Health Systems
Collaborative Veterinary Services
Effective cooperation between the public and private sectors is essential for building an efficient and sustainable national animal health system in Afghanistan.
Private fee-for-service veterinary care, delivered through Veterinary Field Units (VFUs), provides day-to-day animal health services to livestock owners, including disease diagnosis and treatment, vaccination, and advisory support on animal health and production.
Public responsibilities, led by the Ministry of Agriculture, Irrigation and Livestock (MAIL), focus on disease surveillance and control, regulation and quality assurance of vaccines and medicines, and policy development. This public–private system continues to evolve, with DCA actively supporting its development in close collaboration with MAIL and other stakeholders.

Livestock Sector Development
In 2016, MAIL, FAO, and DCA jointly organized the first National Conference on Livestock Sector Development, held in Kabul from 14–16 February. Building on its outcomes, DCA continues to contribute to the development of Afghanistan’s five-year Strategic Plan for Livestock Sector Development, further strengthening partnerships with government and sector stakeholders.
